I know Nameks can create them but what determines the resulting Dragon or its relative wish granting powers?

Someone........anyone...........Also why are Nameks (even those who have created dragonballs, Kami.....) so uneducated on them. He even forgot that if he dies they disappear........ that's a HUGE thing to forget. I honestly think there should be a back story and guide book to the dragonballs since they are a huge part of the shows lol

From what i understand, there is not "Exact" answer to this question, (a quick search shows its been asked on here before a few times).

How I understand is that using a combination of Ki,"general crazy namekian magic" and a cup of love, (adding in the image of a dragon) and this gives us the dragon balls. I believe the rules on wishes (how many/what you can wish for) is set by the creator, but I'm not sure how or why really.

A question for everybody else, to make this happen, it was said it needs "the image of a dragon", so technically, could it have been an image of anything? Say, the image of a duck? Duck Balls?

Never mind.

The wish-granting powers depend on the creator's magic skills.

Namekians can either be the Warrior type of Dragon Clan/Healer type. According to the new Elder namekian, Dende was a very skilled Dragon Clan type, he had very powerful magic and that's how he could create dragon balls with more capacity than the ones there used to be on Earth.
I don't think it was ever clarified on the manga, but it seems that Kami was a little of both types.

The resulting dragon comes from the statue design (on Earth it was created by Mr Popo). The Namek dragon is probably the typically used dragon design, but since the Nameless Namekian lived almost all of his life on Earth, there's a big chance he never saw the actual dragon, but rather had vague memories of how the dragon balls' magic worked and could recreate them based on that. That's why there are such differences between Earth and Namek's DBs, in the type of dragon and the size of the dragon balls.

The Prince of All Saiyans/Debaters.

Kami forgot what the DB can do and can't do because,

He was on Earth for a very long time, if you seen the episode or the manga where Mr. Popo takes Bulma to Kami's spaceship, he tells the story of how Kami waited for around 30-35 years (sorry bit rusty on remembering the years.) sitting on 1 position then moved on.

Yet, Namek are well, cultural they are right where they created the DB or are born.

Let's say, I am a Muslim. Now if you say that Muslim's have less inner peace then those of Hindu's. Of course I would stand up on it.
The reason because, I am a Muslim and I know much better then you (If you are too.) and no-one can understand a culture better then those who lives in them.
