Cell should take it. But Vegeta is close though , as SSJ could be difficult , so a reason for him to transform is to make it sure to win the fight.

I'm assuming you mean the 1st ROSAT.

Cell would take it. Vegeta's Super Saiyan power was compared to Semi-Perfect Cell initial power on several occasions.

In Son Goku's and Gohan's first panel into ROSAT, Goku mentioned to Gohan that they were in a completely different dimension and that they could no longer feel Cell's and Vegeta's energy. Immediately previously, Vegeta had turned Super Saiyan.

The more obvious reference is Future Trunks questioning as to why Vegeta changed state to fight Cell.

Semi-Perfect Cell powered substantially to meet Super Vegeta but still fell short whereas Super Saiyan Vegeta would not have powered up significantly past what he was showing prior to fighting Cell in Grade 2; Vegeta, even states that Cell's power up was impressive; I doubt this would be the case if Cell (Max) was still in range of Vegeta's Super Saiyan (power).

Cell eats Vegeta.

Unless Ascended Saiyan doubles the normal SSJ multiplier like SS2 does, then i don't see it being that significant a power boot, just a lot more defined than SSJ. So if it's something as small as a 20% jump then it would be the same as Super Saiyan Vegeta taking off weighted armor. So I'd say worst case it's a draw, but Vegeta has an edge.

Vegeta needs SSJ Gr2 to take on FP Semi Cell. His SSJ will be enough to take on suppressed Cell though.

I'm assuming that this is Initial 2nd form Cell, in which case Cell barely wins. Vegeta wouldn't have gone SSJ 2nd Grade if his regular SSJ form could handle it. Full Power 2nd form Cell would manhandle Vegeta.

Cell's got this. Vegeta needed the transformation for a reason, otherwise he wouldn't have used it.

The main reason Vegeta would lose this would be because Cell powered up substantially after the Saiyan transformed, so if they'd fought like that while Veggie was still a normal Super Saiyan, Cell would've stomped him into the ocean floor.
