Cell and Kid Buu learning IT after regeneration

Can someone justify this possible plothole for me? I mean I actually like the fact that SPC and Kid Buu learned instant transmission but I can't help but feel like this was a bit of a cop-out after the writers being stumped. How else could they continue the story at that point right?
I can kind of get it for Cell since his cells have that whole ability to learn stuff but how the hell did it happen with no computer from Gero and so far into the story? Goku used IT to King Kai's planet and somehow he could do it too. Does that mean Cell can learn any fighter's skill or technique after regenerating?

And Kid Buu's case..I can't think of anything. This just seems like an excuse so that they could have the boy going from planet to planet.

Cell absorbed Goku's remaining cells after the self-destruction, giving him the technique.

Chibi Boo could copy any attack he wanted by watching it once.

Copying techniques after seeing them occur once has happened all the way back in Dragon Ball, with Goku and Tenshinhan both copying the Kamehameha; Vegeta got the gist of Ki sensing after seeing it on Earth.

Boo simply had the innate ability for it.

Boo soaks things up like a sponge. You have to be careful what moves you use around Boo because he learns them almost immediately.
He also learns the Renzoku Energy Dan from Vegeta because fat Boo uses it against Goku. We know this was the actual move considering that Goku made note that it was one of Vegeta's moves. This is the one where he rapidly throws small ki blasts at someone repeatedly from both hands. Vegeta actually uses this move more often than any of his other moves in the series.

Kid Boo probably simply learned it from watching Goku. That's the only explanation.

i think kid buu learned it by seeing Kibito Kai

and it was instantaneous movement , not Instant Transmission

That could have just been Goku connecting a move to a well-known user. We never see Vegeta using the attack on Boo.

Dr Gero bug took cells from Yadrat Goku on earth. Cell never knew he had instant teleportation until he saw Goku use it, when he was self destructing.

For kid buu he always had instant teleportation or he learned it when he saw Goku use it.

No one actually uses that move on Fat Boo.

In fact, it's safe to assume Goku made a comparison, because Vegeta isn't the one who invented that attack.

Actually, Fat Boo saw Goku use it. Memory transfers from Fat Boo to Chibi Boo.

Interesting, it makes sense but didn't SPC claim he learned it from Goku during his self destruction?

Fat Boo is inside Super Boo and continues to be when he transforms into Chibi. If Super Boo obtains all of Piccolo, Gotenks and Gohan's moves through absorption, then it's safe to assume this goes for Fat Boo aswell.
