Goku wins if you don't mind my explaining I havbe to bring BoG in though:

BoG Base Goku post SSJG was fighting near a god level in base while he didn't know. And during this time he was training for a fact so he must have an abnormal amount of power and was holding it back during EoZ, explaining why Goku was still able to fight in between a level ranging from Good Buu to Kid Buu during his match with Uub.

How was that calculated? And further more, what's the basis? Or the unit of measure for that matter? Kili? Battle Power? Zenie?

My theroy, based on skills and overall attack power, along with some displayed mater materialization from Gotenks, Gotenks probably still has the edge. Presuming his signature moves weren't developed while in the Hyperbolic Time Chamber. If they weren't, Goku's got this. The fusion wouldn't last for F*cking long, and Goku sure knows how to take a beating as well as he can dish one out. But if he does have his signature techniques, I'm gonna give Gotenks the edge.

This was calculated from feats and staements. And I did not use Kili, Battle power or Zenie. Gotenks doesn't have and edge against Goku espesially after Bills saga and most definately at EoZ. For one he's incredibly more powerful than he was during the Buu saga. And Goku has more destructive attack also on a topic relating to Gotenks SSJ1993 and I agreed that although he has nameless amount of attacks most are hardly effective at all take a look below:

-Galactic Donut
-Super Ghost Kamikaze Attack
-Super Kamehameha*
-Big Tree Cannon
-Super Buu Volleyball Attack
-Vice Cannon

If he did not use the Kamehameha, it is unfair to just give him it.

Galactic Donut = Not that Useful: If Gohan can break free from Buutenk's Galactic Donuts, he shouldn't have problems with Gotenks's

Vice Cannon = Not that Special: Standard Ki Mouth attack used by Nappa and copied by Super Buu, don't see much significance there

Volleyball attack = Problematic but doesn't appear fatal

Big Tree Cannon = Kamehameha could Cancel it

Super Ghost = 1 time only thing: Vegito learned how to destroy them, and IIRC I think Gohan was hit by Buutenk's and it didn't cause that much damage



As you can see all these attacks are not that effective besides Volleyball Attack which is debatable.

I'll give you the techniques, there's nothing that indicates that Goku couldn't counter Gotenks' moves, it's just the numbers that bother me. I assume it's a mix of "word of god" and in-universe statements, but then that begs to ask a question. In a series where the main characters live in Super Dragon Earth where our badass crew and their opponents literally speak in quotes that make them sound like Gods in or out of context. So the plot within of itself really does bring these boasts down just a touch in validity. At least I think so.

I seem to have made an error though, EoZ is reffering to the 28th Budokai Tenkaichi and not the Battle with Buu, therefore I concede that Goku likely could take this, as his base form is probably pretty close to Majin Buu's, plus or minus multipliers. The Battle of Gods, I'm holding judgement on that until I actually see the movie.
