I'm pretty certain he is. Tien always trains, constantly. Kuririn does not. @ZENET Your thought is correct. 17 is kinda stronger than 18 according to Toriyama. I just think the writers were lazy when creating his character. He doesn't have much fighting skills and is just on Ki steroids. I take Kaioshin saying he can one-shot Freeza to mean he can one-shot 100% Freeza at least, something which Mecha Freeza can't do since Mecha Freeza's only a bit stronger than SSJ Goku on Namek. And then Kaioshin being afraid for Vegeta fighting PeePee likely puts him above Kaioshin (stupid of him to forget about Gohan, but still), since Kaioshin's already admitted inferiority to Goku from before. Yakon's also close enough to Base Goku to at least cause him damage since Gohan wanted to help Goku once he found out that Goku couldn't become a Super Saiyan, and Gohan would at least know a lot better than Kaioshin would. The Saiyan kids held their own against #18 in their base forms in a restrictive costume, so given that Yakon's likely stronger than even #18, as silly as it sounds. Last I checked you had Freeza above both, though. And I just got what you meant by overweight Chaozu, silly me. Interesting stuff. For PeePee I never got the impression that Kaioshin knew exactly how strong he was so his fear or caution of him could have been irrational like many things for him. Even that probably isn't so unpopular when considering that a few people, including myself, go by the implication of Weighted Piccolo>#18. Furthermore, Piccolo's weights were shown to conceal roughly 20% of his full power in the Saiyan Arc, and taking them off was still treated as a significant difference in the Freeza/Cell Arcs.

His shock was probably more to do with someone outside of the Zet-Senshi accomplishing this task, especially when the 5 base Saiyans have proven themselves capable of one-shotting Freeza.
