Plus, Vegeta was only hanging in better than the rest of the Zet-Senshi, which didn't include Goku. There's not much to say that Super #17 used any less effort against Vegeta than he did against Goku, as he didn't seem to be taking the Zet-Senshi seriously. IIRC, Super #17 buffed up slightly when he absorbed Goku's Kamehameha, which he didn't when absorbing Vegeta's Final Shine Attack. Then again, he buffed up when absorbing #18's ki blasts, so that evidence is shaky.

I can't be arsed to go back upstairs and check to see what and when #17 absorbed people's attacks, but I do think he absorbed Goku's Kame beam. That was his main target, after all. Granted, Vegeta and Gohan had showcased such against Super #17, but given how minor the physical difference between that and SSJ was, he probably wouldn't have noticed, or just believe the ki increase to just be their full SSJ power. He also had no way of knowing about SS3 unless someone such as Gero told him about it (assuming that not all of the Boo Arc filler was entirely retconned), but we have nothing to say that such a conversation happened.

However, it isn't until Super Vegeta Baby appears that Goku states someone to have the strongest ki he'd ever sensed.
