He literally when in control of his power prolonged the fight with Cell and put them in two death situations where Goku and Trunks paid his debt. Then in Buu saga he doesn't try to blast Buu once, and he has to know how Vegeta died, yet he uses Buu as a punching bag when that can't hurt anything but Buus pride enough to piss him off. And you know what happened? Super Buu played chess vs his checkers. H trucked him into letting he boys fuse again and then absorbed Gotenks and Piccolo. Then stomped Gohan who was saved by Dende and his dad, and then Gohan got himself absorbed with his guard down. Vegeta outright refuses to bring the fool to fight kid Buu, lumping him in with Gotenks for his stupidity of not being able to do the job right and putting the universe at risk for when not if, but when Kid Buu got a hold of them and absolved them with no Kai influence at all to neuter him. Heck we can cite Dabura too, Vegeta and Goku both petty much say Gohan could have beat him easy as a kid, and that he should've still been able to beat him but had no fighting sense. There's a much better chance Gotenks tricks him into taking an attack head on he shouldn't, like the ghost or volleyball, than Gotenks letting a Masenko or Kamehameha hit him. Time limit works against Gotenks sure, but Gohan when he's stronger than someone he does plays around, goes the sadistic sadist approach of let's make them suffer and snap mentally, and its why Mystic or Ultimate Gohan despite being the strongest unfused character there was, is 0'fer

Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	Every single person that ever fought Buu started by throwing some punches, I think Gohan has the right to hit Buu six times (That's as far as I think he hits him in the manga) before he starts using ki blasts. The greatest advantage Gotenks has over Gohan is his wider variety of attacks and he's going to have to use that to win because in terms of skills overall, Gohan has this one. In a direct combat, Gohan's going to win due to these skills advantage but if Gotenks utilizawes the wide variety of attacks and puts Gohan on the defensive and edge, he can win.

Gotenks does have the ghosts though, and they do damage.

Hmm, I think Gotenks would expect something like that coming. And that really being all that Gohan has attack wise, it wouldn't be enough. Gotenks has all kinds of surprise attacks that can very well be difference makers in a fight like this. As well as Gohan proving to us that he's not ready for those kind of attacks the first time they were thrown at him.

Honestly though it could go either way, its a very close match.

Power means everything, so if he's goofing off the whole fight, I'm sure his power is what's going to do the real talking here though. His attacks are just too deadly for someone of equal grounds. Especially someone who more than likely won't expect them coming. I think Gotenks can goof off the whole time, but if one of his more serious attacks get a hold of Gohan, he's finished.

The fusion of two kids with minimal intense training is not going to be more skilled than Gohan, whom spent the better part of a year in intense training with Piccolo, followed by three years training with both Piccolo and Goku, followed by another year of training with Goku in RoSaT. No amount of rust is gong to take all of that away. If Gohan is serious, he takes this with medium difficulty. Edit: I'm not gonna get into the power difference because Gohan is clearly the stronger of the two. Besides, what you're saying would mean Buutenks > Buuhan, which is also impossible.
