Super Buu never powered up in the Rosat

You know who also doesn't show to power up and yet is indicated to have gotten much stronger?
Gotenks.
SSj3 Gotenks blew Buu into the Earth and blasted him with the Die Die Missiles. Buu came out and was described as unhurt and nothing more than mentally pissed off. Without powering up once Gotenks then procded to later on get the advantage over Super Buu and nearly kill him. In short Gotenks went from doing near jack to Buu to nearly killing him...with no sign of powering up.
Do you know who also never powered up?
Cell against Vegeta. Cell was outright stated by #16 to be weaker than Vegeta...by the end of hte fight with no sign of powering up he was tanking kicks to the neck.
You don't need to stand in one place and then power up, as long as you've got ki control you can increase your power whenever.
I would like to see the panel where 16 overestimates Vegeta.
