The first time we see the yelling panel nothing happens but when he continues to yell, the hole opens. If he was at full power, the hole should've opened immediately.

Without powering up once Gotenks then procded to later on get the advantage over Super Buu and nearly kill him. In short Gotenks went from doing near jack to Buu to nearly killing him...with no sign of powering up. Do you know who also never powered up? Cell against Vegeta. Cell was outright stated by #16 to be weaker than Vegeta...by the end of hte fight with no sign of powering up he was tanking kicks to the neck. You don't need to stand in one place and then power up, as long as you've got ki control you can increase your power whenever.
