 The only Buu Cell is winning against is the very initial didn't do jack at all Fat Buu that came out of the egg. And SPC would've manhandled that Buu.

Anything afterwards and there's a lot of blood, guts and syringe tail ends lying on the ground...maybe a twitching finger for added effect.

Which one? He powered up three times.
I'd assume he means initial Boo, since that Boo is well below Majin Vegeta and SSJ2 Teen Gohan is actually relevant to him, whereas Boo after powering up once outstrips any Super Saiyan 2 power at that point.
