Tien strength analysis; Buu Saga

Chapter: 502 (DBZ 308), P7.1
Context: talking to Goku after knocking out Tenshinhan
Boo: “…That guy just now was apparently quite a master, but he was reduced to that state in just 1 one kick…You’re making some worthless boasts…Frankly, no matter what you try, you absolutely won’t be able to even inflict damage on me.”

Look at the surrounding quotes regarding the Kikoho , you'll see them.

Tenshinhan's Boo arc Kikoho is heavily implied to be > SSJ3 Goku. Considering the insane gains suggested by that.
It would be impossible for Tien to fill his role, unless that Kikoho is stupidly powerful even by Buu Saga standards. Though also Shin Kikoho was never said to be different than his regular Kikoho so the multiplier should remain the same. The difference we can see is a multiple version and the other is a single attack.

I think we have enough proof that tenshinhan is the strongest human and at least on par with Base Goku. Depending on how strong you think the kikoho was.

The Kikoho is not technically a reflection of Tenshinhan's "power level", even if does influence his ki. The Kikoho has always packed a much bigger punch than Tenshinhan's power over-all.

Also the core energy of the Kikoho is derived from something other than ki, even though it eats ki up when Tenshinhan uses it. The energy that the Kikoho is derived from is a more permanent force, and actually shortens Tenshinhan's natural life every time he uses it. Due to this, we actually don't know the parameters of the Kikoho because there's not another technique like it in the series.

The improved part of it is that he can fire it off in succession multiple times, the regular kikoho can only be done once.

Cell Arc Shin Kikoho was <<</<<<< MSSJ Goku. Unless Tenshinhan made impossible gains, it's impossible. Using that logic, Base Goku is > SSJ3 Goku because he actually hit Bootenks.
