It also makes him more relatable to the younger kids who would actually watch it.

I always found it sort of disturbing he never aged... Dunno why. It's to promote the games and basically all the kids who watch it are young... To be honest I only like Kanto region in the anime, the rest just suck to me.. Besides Hoenn.
