Buu - 200,000,000 //Somewhat lower than where I have SSJ Goku (Trunks Saga). EOZ - 800,000,000 //Between Android 17 and Android 16. BoGT - 2,100,000,000 //He should put up a good fight against Semi Cell. Shadow Dragons - 2,600,000,000 //Puts a decent fight against ASSJ Vegeta. Well he had to train really hard to prepare for the androids.

I really don't believe that Tenshinhan ever even reached 1,000,000. He's not a Saiyan, so he can't exploit the zenkai power-ups like the Saiyans can. Also Toriyama stated that Krillin was the strongest human by the end of the series. The last time that Krillin majorly fought was in the Freeza Arc, and he hadn't even touched 60,000 at that time (even after The Grand Elder's power-up) because he didn't even make Recoom flinch, who was at that level. Three years of training with Roshi for the Jinzenogen probably didn't put him above 250,000 (that's me being generous, in all honesty), and that was the last time that he seriously trained. So from Toriyama logic, I highly doubt that Tenshinhan got above 150-200,000 by the end of the series, even after the training that he did. However, people need to keep in mind that 200,000 is well above the human range for power levels. Even the really strong humans are ones that we see in Dragon Ball, and they only had levels in the hundreds. The Kikoho runs on something other than ki, so it increases the impact of someone's power. Tien's power level at the 22nd tournament was confirmed to be at 180. Tien's power level was confirmed to be at 1,830 aganist the Saiyans. Why would Tien go from 95,000 to 500,000 after only a year at most of training and by that time he was irrelevant to the plot so his training gains shouldn't be that much anymore. And your levels for all the other arcs are extremely stretched out, Tien wouldn't even beat 18's level by the end of GT.

I'm not disagreeing with you, but just because Dr. Gero wanted the humans and Piccolo's energy doesn't necessarily mean that Tien's PL is over 1 million. But like I said, I'm not disagreeing, because I do think both Krillin and Tien was over 1 million at this point. They did train hard for the fight against the androids. Krillin is probably stronger due to the unlocked potential, but Tien's fighting spirit is way higher than Krillins. Tien is way more serious.
