This is what I'm thinking as well; he may have thought vegeta was around his level, maybe just above it, and thought him not being accustomed to the gravity would slow him down, because as AT has stressed before through out the manga, is that strengh is very tied to gravity, but not entirely. However I was referring to 10x gravity in relation to his strength while considering AT's gravity concept and the implications of the manga ;If he thought 10x gravity would be enough to slow him down, then he may have presumed vegeta to be around a 10xgravity level range, (somewhere around his saiyan saga level, somewhere just above) somewhere around himself. Let me give you an example: Raditz 1,250 - can handle 10x gravity , planet vegeta... Tien - 1,830 ish - couldn't handle 10x gravity first when he landed on KK planet. So powerlevel doesn't matter right now. Dabura stated that the Earthlings were all weak. So they expected saiyans level to be weaker than Pui Pui. Don't forget that Babidi said to go easy on them. Could they even get her energy if she was damaged? That's a neat concept. Would've been neat if 16 was rebuilt and modified to be able to help on Babidi's ship.

WIth powerlevels so high I'd expect the range to be much wider; 1,250 - 2, 000 may be the 10xgravity range(if one is in this range and not use to 10xgravity it will slow him down). and 60, 000- not sure. may be the 150 gravity range.
