According to Herms, the way Son said it in the Japanese version, he was merely noting, "Hey, it looks like Piccolo's characteristics are showing up!" It was not a thought of, "Hey, Piccolo must be stronger than the kids because his characteristics are showing up!"

To reiterate, Goku was describing what was happening without going into detail of why it was happening. We fans merely assign our beliefs to what was going on in that situation.
So what about Gotenks?

Even if it was power related, all it says is that Piccolo > Base Drained Kids.

Which should be pretty obvious...
Not necessarily drained, as they didn't look drained when defusing before Super Boo, but base kids still.
