Cells Regeneration

Does Cells regeneration depend on the power level that he is at during that specific time? For example, if Goku fired the IT Kamehameha at Perfect Cell (at Vegeta) would the results have been the same?

Cell's regeneration would be based on the damage his body takes. THe more damage he takes, the more stamina and ki is required to regenerate. The effects of the regeneration depends on the amount of damage taken. The more power Cell gives off, the less damage he'll take an the less usage of his regeneration will be needed. The regeneration however shouldn't be effected besides the usual amount of stamina depletion.

If Cell is suppressed, he would be easier to damage. For instance, Freeza at a low % (2-5) Goku could keep up with and actually hurt, but, if he was facing 100% Freeza, he wouldn't be able to do anything. If Goku used the IT Kamehameha on Initial Perfect Cell, it would have been a lot more devastating. I don't know if it could have killed him, but, it definitely would pack more of a punch.

Yeah that was what I was thinking, I think he would have a shot at destroying Cell, but it would be slim.

If Cell (at Vegeta) was completely engulfed in the wave then he would die.

Though in the event Goku doesn't know about Cell's regeneration, much the same as in the tournament, it would cause huge damage to him to the point where Goku could take him out after the blast.

On initial Cell it wouldn't've killed him, because it would still only take off the top half of him, and he would be able to regenerate. However it would take more of his ki to perform the same regeneration. It doesn't matter if I get my arm cut slowly or fast, it heals the same.
