If Piccolo and Vegeta weren't there, he would have asked if it was Gohan or Tenshinhan.

I find this quote complicated too , I don't think they are > Frieza 100% form. But they are atleast above Initial Frieza..

As for the quote; Yeah, that's what Goku was feeling, how wrong can he be? It's pushing it, but it's not impossible, imo. That's just because of what he said. Mecha Freeza is indeed stronger than his Organic self, So Piccolo and Vegeta still have the right to be scared with a newly and improved Freeza preparing to land upon them.
