Idk if this has been talked about or not, but go Saiyans receive a Zenkai when they are revived from with the dragonballs or other means?

No.

The requirement for receiving a zenkai is bring "near-death." If you're dead, you're not near-death.

Yep they don't get death zenkais, it's never stated so we have no reason to believe they do.

It is never expressed to be, although there hasn't really been an instance where a Saiyan would die from their injuries and be shortly revived in battle to ascertain a difference.

Depending on how they die, I suppose it's possible that same mechanism could be activated. Being brought back to life shouldn't erase the fact they sustained critical damage; if they retain memories of it, perhaps their body would as well. It seemed to work along these lines with Cell.

In a guidebook for the anime, such a thing is suggested, but I haven't come across it elsewhere:

So Saiyans can increase afterall? I find that legit , since a Saiyan gets injured and then gets healed after being alive , it might be a increase thing..

Well, it's legitimate, yeah, but it's a guide for the anime. Whatever part of it that is canon-worthy is really diluted. Otherwise, I think it can be agreed no? I made a thread asking the same thing a long time ago actually.
