Why is he the ultimate?
Ultimate Gohan's strength is multiplied by Potara boost and gains the advantage of Bacterian's stench.

Wouldn't it be better if Super Boo got this?

It doesn't exactly work that way.

When Goku considers using the Potara with Mr. Satan, he notes how the product could be even weaker than he is. The birth of Vegetto was so effective due to Goku and Vegeta being rivals whose strengths could complement each other. If one person is strong while the other is weak, that isn't really designed to yield great power; their strengths won't synchronize well. The Elder Kaioshin's merging with the witch only exemplifies that.

What would happen if both are insanely strong, yet there is a gap, like say, Goku fusing with Tenshinhan or Krillen?

I wager the same thing would happen.

Well, even in those cases a colossal imbalance in power is present.

While the Elder Kaioshin is hyping the potential of the Potara, it was in the frame of mind that Goku would merge with Gohan. When Kibitoshin credited Vegetto's incredible power being due to the Potara itself, the Elder Kaioshin reprimands him for it:

Chapter: 504 (DBZ 310), P9.2-3
Context: as Vegetto beats up on Gohan-absorbed Boo
Kaioshin-Kibito: “H-he’s strong!!! Majin Boo there is helpless!!! To think that merging with the Potara would be this incredible…!!”
Elder Kaioshin: “Idiot, it’s because it was those two that they were able to go so far. Two of the top 3 masters in both the living world and afterlife have merged, after all. What’s more, two rivals have joined together. That’s definitely strongest.”

So the Potara's effectiveness is heavily attributed to the potency of its hosts. Their powers are integrated to one being, and just as with their appearance, it is not based upon who is the strongest of the two. You wouldn't always expect miraculous increases, if any at all.
