The first saga I ever watched was the Freeza saga, and when Goku hit Freeza with the Spirit Bomb, I'm pretty sure he told Gohan that the Spirit Bomb was powered by every living thing in the Universe, yet, the Spirit Bomb Goku used on Boo was only powered by the people of Earth? WTF?

The Spirit Bomb used on Frieza had power from Namek and the surrounding planets/moons. So whatever solar system Namek is in.
But Namek and its counterparts did not have very much energy.

Yeah Nameks Spirit Bomb had 3 suns to draw energy from as well. And as Aang said, there wasn't too much life around, which is why it was weak.

I find it funny one would argue whats logical with anything that happened in the andriod saga/cell games and buu saga. I think it was pretty obvious AT dropped power levels and stopped trying to make a sensible story. But rather give into demands and made a simple '' hes stronger than him, hes stronger than him now'' type of scale...

1: He felt that the Earth must take it's own responsibility

2: He became stronger when he was on Namek and ''that allowed him to gather energy from further away''

3: Namek had too litle energy. And the Genki-dama needs a certain amount of energy to be strong enough to destroy something.

The difference is this:

Spirit Bomb vs Frieza = energy TAKEN from a mostly dead planet Namek, and it's surroundings
Spirit Bomb vs Buu = energy GIVEN by the people of Earth

Every Spirit Bomb performed except vs Buu is created from a very small amount of energy taken from Goku's surroundings (living or not). The Spirit Bomb vs Buu was formed from energy actively requested from, and consciously given by the people of Earth, leaving them visibly exhausted. Basically instead of the usual "a small percentage of energy from a whole lot of sources", he went with "a large percentage of energy from fewer sources".

Planet Namek didn't had life forces , so Goku asked to the naturel things and close planets.

I've been wondering this for a while but in GT why does everyone on earth give Goku energy for the Spirit Bomb without Mr Satan telling them to?
"The future of Gohan. The Future of Chi Chi. Not to mention the future of the entire universe. It all depends on me!!!! And I don't care if you're a million times stronger than me! I'm not going to let them down! So get ready Frieza because this time you're going Down!!!"

1.) During the Buu Arc, everyone was in a state where it was like a dream they had just woken up from. They weren't really prepared for it nor did they understand what was really going on.

2.) The entire world was going to Hell in a hand basket during the fight with Omega, the skies were dark, death and destruction. It wasn't like against Buu where for them, everything seemed all nice and cozy.

3.) They've done it before so they already know what to expect in the first place.

It takes a mere second for treasure to turn to trash.

If that was said in any dub, it was non-canonical. Canonically, Goku realizes that Namek has a limited amount of energy due to the devastation that Freeza and Co. have caused on it, thus, he also calls out to surrounding planets to lend their energy to the genki dama. Only the surrounding planets. That's it.
