Also if this movie is considered canon and Goku wins on his own that also means that Goku is once again the strongest unfused character.

Or a 5 year old Uub showing up and getting angry (coz the fight blew up his village or something, thus the DB wish)and fusing with Good Buu to be a hax Majuub for like 5 mins to finish Bills off, or Bills is so hax the only way to beat him is for Good Buu to turn him into chocolate (thus new year's pudding is served), lol.
