And within that moment he could've beaten SSJ Gotenks(pre ROSAT) IMHO.
His power didn't go up from when he fought SSj3 Goku, because it split.

Okay back, I found this on the DBZ wiki, "The evil leaves Buu in the form of a giant cloud taking most of his power with it." Most of Majin Buu's power left him and when to Evil Buu. Evil Buu represents the dark side of Majin Buu and possesses the bulk of their power, a result of Majin Buu's anger becoming more than he could resist until he expelled it as Evil Buu."~DBZ wiki

With this we can tell that Evil Buu had a majority of Majin Buu's power when they saperated, and Piccolo felt that power that Evil Buu took from Majin Buu leaving Good Buu helpless. This is my reason.

Where is the evidence for this though? I understand it's your opinion, how can you say Buu when he got angry had the power to beat SSJ Gotenks?

People seem to forget this piece of evidence. SSJ3 Goku was felt, SSJ Gotenks was felt, Super Buu was felt, Fat Buu wasn't.

Why did Piccolo did then? IO know eveyone felt Super Buu's Ki I'm not dening that but it seem to me.... can't think of the right word at the moment.

 Piccolo was in Earth, he was closer to Buu so it was easier for him to sense Fat Buu getting angry, etc.

 Fat boo is under SSJ3 Goku throughout the entirety of his existence, and can never get stronger aside from absorptions.
