That sort of points at the fact that Paragas could have turned into a Legendary Super Saiyan also, which is not the case, so I don't think it's anything to do with bloodline.

The boy would be able to do the other SSJ forms very easily, MSSJ and SSJ2 maybe SSJ3 and his Mystic form would be around MSSJ Vegito easily.

Google Chrome and Firefox	I have to agree with the two statements above me. Paragus was a low class warrior himself. Broly just happened to be a freak accident. Sometimes I think Paragus isn't even his father. If Broly had a girl, then all bets are off because they didn't make hair color for female saiyans. Either way, Broly's child would likely have an easy time reaching the ssj transformation. What may happen also is that he gets more hidden potential similar to Gohan. I don't think so.Nothing indicates that the LSSJ appearing once per millenium can't be a hybrid,especially since hybrids have more potential.
