Think abt it

Saiyan Saga: Goku's arrival into the main scene was deliberately pushed to make way for Tien, Yamcha, Chiaotze, Piccolo to die, to make thiings a lot more dramatic.

Namek Saga: Goku spent half of his time in Wukong Hospital while Gohan & Krill's were out risking their life. Another part showcased Goku's training with various 20G~100G, while Vegeta, Gohan, Krill's were torn-apart by Ginyu Force.

Frieza Saga: This has to take the cake. Goku spent almost years while things simply went on and on and on! Gohan, Krill's & Vegeta attempted to take Frieza in his 1st form, he fought, transformed into 2nd form, bashed up Gohan & Krill's, Piccolo came, fought, Frieza transformed into 3rd form, Tore Piccolo apart, Gohan attacked, Frieza transformed into 4th form, killed Dende, toyed with Z-fighters, tortured Vegeta, THEN, Goku recovered. So much to make things a lot more dramatic just for the sake of Goku's arrival to seize the victory.

Android/Cell Saga: Goku was bed-ridden half the time, until Cell showed-up & started terrorizing the cities. All he had to do was just to bring the Saiyans to HTC & train. Simple. While the Androids were hunting for him, and Cell's another side seeking absolute perfection, & remaining Z-Fighters had to freak-out while only Piccolo has the chance of putting up a decent fight, all he had to do was WAIT for Vegeta to screw things-up.

Buu Saga: Goku came, fought and left. He either spent the entire time goofing or sleeping as Old Kai powered-up Gohan or remarking on things such as "Buu's chi frm Earth, SSJ3 Gotenks stupendous powers etc. It wasn't until Gohan's arrival that heat things up with continuous reversal while Goku being the one & last fighter to save the world, the universe.

These being said, Goku was a lot more jovial & happy-go-lucky as he was in early DragonBall. His gags & the cool attitude he showed during Red Ribbon Saga was also evident.

While all of this is true, if none of theae battles occurred the show would be predictable and boring. If Goku juat showed up evey time and beat the villain right away, where is the fun in that? The show is much more enjoyable watching the other z fighters taking chances againat enemies, and the show becomes unpredictable because of this.

Well, I do have friends of hardcore Naruto & Bleach & One-Piece fans calling DBZ as predictable, lame, steroid beam blasting show. Despite garnering positive feedback frm various critics, mainly for diverse characters, great fights, solid backing of memorable characters which enhances the plot.

Btw, I was satin that Buu Saga could be another Toriyama's way of bringing Goku into the main picture frm the start itself.

That's part of the reason why I love the Buu saga. After being supposedly replaced by Gohan, the man himself returns as the main character and its up to him to save the universe again just like good ol classic times.
"The future of Gohan. The Future of Chi Chi. Not to mention the future of the entire universe. It all depends on me!!!! And I don't care if you're a million times stronger than me! I'm not going to let them down! So get ready Frieza because this time you're going Down!!!"

He did not take years in the freeza saga.

It was the fans that wanted more Goku, not Toriyama.
Although, Goku being incapacitated or training for half the show is a good way to show that Toriyama wasn't obsessed with Goku.

I think it was Goku's time to step down(hate to say), but he couldn't' because he of course cleaned up everything at the very end anyway. He as shown at the EoZ that it wouldn't be him as the hero anymore, if the series was to continue that is.
