I doubt the kais were up to date with the battle between Frieza and Goku, but then again, they do know everything about the universe, so I'm probably wrong about this.... Oh screw it, I agree with Pyro that they've probably mentioned full power Frieza to a very good extent. Freeza never said that. Hell, he goes to 100% against Goku. It's just hard to maintain so he rarely goes past his 1st form.

Google Favourite Manga Dragonball Z	i think 100% i might be wrong, but its a theory frieza first form was stated to be 530 000... 530 000x1 000=530 000 000, that is like android 17 power, so yes, bragging about 1 000times stronger then 1st form frieza would be like bragging about squashing a fly, and then, 120 000 000, frieza 100% is something worth bragging about, and it fits... 120 000 000x1 000=120 000 000 000, that makes almost 100% sense since most people think the buu saga power is almost infinite...

Versus the androids he wasn't certain, versus Frieza even with seeing Vegeta and Frieza break even in the test of strength he wasn't sure, and so on. The fact is he didn't express outward doubt, which means one shooting Frieza or at least manhandling him mostly one sided should be common place among even Krillin and Tien. It shouldn't be a strength indicator at all, and like KP said, the Saiyans can easily do that anyways.

East Kaioshin says each of the Kaioshins could fell Freeza in one blow in the manga. Anyway, I have no doubt it meant Freeza's true power. Freeza transformed at some points in his life. It's not like he was born in his first form and stayed that way. We just have to assume Kaioshin knew what he was talking about, or it wouldn't make any sense. I don't have a Manga with me, but didn't Frieza say his forms was a way to control his power, or is that a Dub line, and I'm confusing the two? If it's said in the Manga, then of course the Kaioshins would know what Frieza's true power was, and it would make more sense to include Frieza's true power and not his first form.

He's faced it head on, but he's never hid the fact that even with all powerful Saiyans and Piccolo of his side he could be too weak r not fair well at all. He isn't usually silent unless if he doesn't think much of the comparison level aka Ginyu Goku, Friezas goons, the saibamen ... He remained silent and owned them. You give him some doubt like Fireza, the androids, and Cell and he will admit his worries, and still follow. He didn't think much of what Shin was saying IMO because that is nothing to him and their group including Tien, his wife, himself, and the boys. Google Favourite Manga Dragonball Z	Ok, frieza went to 2nd form before, vegeta knew about his transformation, meaning he had to transform to 2nd before, maby kibito ment 2nd form frieza as he was seen in that form before... 1 590 000x1 000=1 590 000 000, but yet again, kid buu was even with south kai, and he was also included in the 1 000times part, and 1 590 000 000 for kid buu is WAAAAAAAAY too weak, I will go with 100% frieza, 120 000 000x1 000=120 000 000 000, that is more kid buu level, it makes perfect sence
