Everytime Goku is in the otherworld, he always learns more and gets stronger, do you think if he hadn't died against Cell he still be a SSJ3 in that 7year span for example?

I don't think so; I remember there being some statement about his being in Otherworld making it easier to get SSJ3. In the real world, it would probably take him longer.

So, basically, training-wise, being dead was better. He lost chi at a slower rate and stress was reduced, which would've made it easier to train and get the form.

I agree.
I think he would have gotten SS 2 and 3 on earth, but it would have taken him longer.

YES

1 - he got spiritual training no one else got in the universe with the kaioken and spirit bomb from King Kai. That gave him an edge, as he didn't ever have to be as strong as Vegeta for example base to base, he could just manipulate himself to be stronger and faster.

2 - he didn't age. That is the biggest benefit he himself got as a full blooded Saiyan. When he returns to earth he is still physically as young as he was at Raditz. When he spent those 7 years gone, physically his body was 14 years younger than Vegeta and 12 older than his son. He hadn't even entered his full blood prime, if you use Vegeta as the example of a normal full blood prime and peak physically. He just had that gigantic advantage that made sure he was always superior, just look at it like the fact is he is physically 8 years younger than Krillin when we know they are supposed to be a year apart, and even younger than Yamcha/Bulma/Tien/Chi Ci.

3 - he got to find ssj3. His body never aging, there being no limits on the ki like in the real world, and a dedicated training ground with all the best warriors in history besides the ones he left on earth to still things from. He benefited so much by being in other world as it relates to becoming a ssj3, and we have seen before it has never been obtained on earth just there or in ROSATs dimension because of the laws overseeing that world. For all we know he may not have found it, it isn't fat frtched when he himself got the ascend ssj idea from Vegeta and didn't ever think or try to do so in the 3 years of android training and year on yardrat
