Frieza's first form has a power level of around 250,000 and his second form has a power level of over a million going by what Frieza said in the anime to Vegeta after he transformed, not sure about the manga. So going by the anime, since Piccolo fought evenly with second form frieza and made him transform into 3rd form I'd say Piccolo wins.

Second Fruit makes Turles around Second Form Frieza.

The best one Favourite Manga They all suck	I think this Turles is either somewhere in-between 2nd Form Frieza or somewhere around that level. So Piccolo either wins fairly easily or wins after a nearly even match. I'm gettin' a sense of Deja Vu.......
