The best one Favourite Manga They all suck	Considering that everyone in GT is "haxed" and that Chiaotzu has been training with Tien non-stop, he may win. But I'm not entirely sure since he was considered weak sauce next to the humans in the Android arc, who were arguably below Base Vegeta themselves after 3 years of training. But I'll say Chiaotzu for now since this is freakin' GT where freakin' Pan is super "strong" despite not training at all...

She was the crime fighter, trained frequently at Satans gym with A WM Champ whose actual basic martial arts skills were world class (possibly buu too), and to end Z it's implied she trains with the whole family since GT continues the anime and we see that she can best Goten in a spar, is taught by Goku, and Gohan and Videl yell to her to remember what they have taught her. she was the one never implied to stop training as she loved fighting and battle as much as Goku and Vegeta

The best one Favourite Manga They all suck	She isn't evidenced to be doing any training with the family, except possibly Gohan. Mr. Satan's training wouldn't give her much power boost, nor will being a crime fighter. Goten is weak as hell by GT standards. She seems more interested in dating and "adventures". But still ends up hella strong. Pan also traveled the galaxy to power up which is why Vegeta wanted Trunks and Gotens soft behinds to go. The fat that she was already training unlike them only adds to it. And yeah Hercule does offer her something as he is still the world class martial artist in terms of regular martial arts.
