GTA IV mod brings back San Andreas

Yep, apparently for a 2GB download, you can make GTA IV, into San Andreas thanks to a team of modders.

I've not tried it but it looks pretty neat.

No, modding is allowed on a lot of PC games, GTA games have allowed the possibility for a long time. It requires you to have the original game (GTA:IV) to be able to play this anyway because it is essentially a total conversion mod.

Companies that don't allow their games to be modded are shooting themselves in the foot, it's a large part of keeping people interested in the game and building a community around the game. Look at something as simple as Minecraft, mods make that more fun for some people and it's not illegal, Fallout games, people want to look like X character from Y show, so a modder makes the armour and hair required, not illegal and it boosts the fun for the player.

Modding games is a part of the PC gaming community, it's not illegal and I wouldn't post it if it was.

More on minecraft as the example, it was pretty much dead until both Tekkit and the technic launcher came out.
