Was Bebi really a villain?

He hated the Saiyans, but he also sought to spread/recreate his race across the galaxy in order to rule it, so that's kind of evil, ya know?
He didn't want to rule the galaxy. That was Dr. Myuu's vision with machine mutants not Bebi's though. Dr. Myuu wanted to turn every living being from an actual organic being to machine mutants like he wanted to do to Goku, Pan and Trunks on planet M-2. Bebi though had his own agenda, he used Dr. Myuu to make him a powerful machine mutant so he could take over other peoples bodies to create a new Tuffle people since the old one was wiped out by the saiyans. Bebi didn't want those people to he took over to be machine mutants though and the second Bebi was released from his containment tube he killed Dr. Myuu because he didn't serve Bebi's purpose anymore. Since the humans on earth look the same as the Tuffles, it sort of makes sense for Bebi to infest the humans on earth. Although all of this could also be done to spite Goku and Vegeta, since earth was their home planet. But like the other poster said Vegeta was the only one who he could reasonbly be upset with.

Maybe he was doing it for his own right reasons, but killing off another race , to re-build yours. Makes you a villain.
