His only "fight" in the entire series is with Goku and he was so much stronger that he wasn't even showing off any skill, just using his much higher power to overwhelm Goku. Then again Mr Popo has been around much longer than Mr Satan and thus has had more time to learn skills from the various God's he's served.

He could beat Some of the weaker fighters at the 21st Budokai that had something about them that could give them the advantage, which is Bacterian and Ranfan, in pure fighting power. But if both of them used there "abilities" I guess you could say, Mr. Satan would probably be a pervert, so he might be beaten by Ranfan, and he probably won't be able to take Bacterian's stench. Mr. Popo stomps. Edit: Sorry I didn't see that it said equal power levels, but my point about normal Mr. Satan still stands, and so does my opinion on the argument. Mr. Popo wins.
