Good Boo. Because he did a better performance against Pure Boo that SSjin 2 Vegeta who's equal to Goku. He gave pretty hits, dodged, and was keeping up with Pure Boo in the fight for a short time, then was overwhelmed. While Vegeta put a hit or two, dodged a little, then got his ***** kicked, got kicked from his power up, and almost died. That put Boo around 10% over Vegeta at the very least, and x2 at the very most.

SSJ3 Goku=4x stronger than SSJ2 Goku so how is Kid Buu=2x Vegeta? Vegeta never touched him, he only blased him and Buu let him do it. Kid Buu was toying with Vegeta and Good Buu. SSJ2 Vegeta is even weaker than SSJ2 Goku.
