SSJ2 Goku is not that much stronger than SSJ2 Gohan and that means SSJ Goku is not that much stronger than SSJ Kid Gohan so I have SSJ Goku (Buu Arc) at best close to Full Power Perfect. Wait, what? SSJ2 Goku was said to be stronger than SSJ2 Kid Gohan but noy by a huge diffrence so SSJ Goku of the Buu Arc is not so much stronger than SSJ Kid Gohan while Cell was. Anyway I have SSJ Goku Buu Arc close to Full Power Perfect Cell.

Goku train to archive SSJ2 and SSJ3 so he didn't become much stronger in SSJ. FP Perfect Cell > MSSJ Goku Buu saga > MSSJ Kid Gohan

Goku transforms into Super Saiyan 2 Just as I’d expect. Your power is greater than Gohan’s was back then!” Yeah that's about Goku but Goku and Vegeta were equals at that point.

It seems you didn't give Gohan a rage boost and that's fine, but I did so that's all there is to my answer. But the only rage boots he had is when he went SSJ2 and when he released full power vs Cell his rage is his full SSJ2 power and Piccolo talked about Gohan overall so if SSJ2 Goku is not so much above SSJ2 Kid Gohan so that means SSJ Goku should be at best close to Full Power Perfect Cell. Just saying regardless.
