I don’t have that sort of power or nothin’…! I’ve trained pretty harshly…I think even now I’ve already about surpassed my limits…[the Great Elder draws his power out] Aw…awawa…! Po…power…power…! I mean, it could obviously mean that potential does rise, but it could also mean that Toriyama just forgot about it.

Multiple people have had their potential unlocked in DBZ and every single one has gotten stronger after it.

The fact that people have potential unlocked and still continue to get stronger is more or less stating that potential grows, especially since Gohan has had his potential brought out twice. And it doesn't matter if it's a plot device, it's still canon. Every power gain in the RoSaT may be considered "Plot device", especially Gotenks, but it doesn't negate the fact that it happened.

It was plot device for Gohan to not be able to relise full dorment powers until his powers are relised. When you think about it Gohan enraged on Namek would kill Frieza if his all dorment powers went out but going by plot its only little dormet powers.
