Can Cell really use the Spirit Bomb?

The spirit bomb is a move that you can use only if you're pure of heart like Goku and yet Cell claims he's capable of performing it. The only explaination I can think of is that this includes a heart that's pure evil. Could Cell really perform the Spirit Bomb and if he can, why didn't he at some point?

won't hurt those pure of heart either, so throwing one at Gohan or Goku wouldn't kill them as they could bounce it back

He says he can and nothing contradicts it (Nothing states you need to be pure of heart to use it in the Manga anyway), so I don't see why he can't.

Then you must be not-pure hearted to take damage from it. Most probably why he didnt use it.

Cell has Goku's DNA, so he could trick the spirit bomb into working for him.

Does Cell even have a heart? Isn't he a bio mechanical being, It didn't look to me like Cell had any organs at all when we saw inside his body. I think since he has Goku's genes, he has all his techniques and that includes the spirit bomb.

Well technically Cell has the genes from Goku and Gohan so wouldn't that somehow make him seem pure hearted? I know he is an evil villain, but that's how I would explain it.

Pure of heart doesn't mean solely mean pure good (honestly, it probably would be more effective with someone with an evil heart as they'd just take all the energy they could rather than just bits). So I'd say he could.

Sure he would be able use it, but i doubt it would have any affect on Goku, Gohan maybe it would have an affect on Vegeta, but who knows.

We know pure evil can't survive the bomb either with Kid Buu. It ate him alive on contact unlike with Frieza and Vegeta.
