Now i really want to learn Final Flash. But Paikuhan was weak than Dead Vegeta in M12 , him just know Janmeba weakness. Vegeta kick Janmeba with 2 blast and destroy his sword , Paikuhan just make a damage with the weakness of Janmeba. Dead Vegeta SSJ2 > Paikuahn in M12. Dead Vegeta SSJ2 > Paikuhan Full Power >> Yamucha > Olibu. Toei have ration ( maybe ).

His hax abilities are the only thing that make him an even foe. He slapped Gotenks out of the air like nothing but in Toei World, Goku > Anyone Else, so Gotenks PL in that movie is up to interpretation. Not really, and if it is then only in comparison to what hildegarn can do, you disregarding his abilities and strength doesnt mean much. Nor affect how he was able to slap down Gohan and give movie 13 goku issues. he had a weakness that exposed him, but he was otherwise invulnerable. haxxed or not, hildegarn puts movie 13 goku stronger than gohan. dismissing it as toei hax wont change that. No more than it changes broly having to be the strongest saiyan in both movies. if thats not hax i dont know what is.
