I think I once saw someone on a forum say that Pan (EoZ) was strong as Majin Vegeta in base. We don't really know, but that seems so far fetched to me. Pan = Weakest Saiyan Alive (EoZ) still though.

Unless she's like Broly and was born with like a power level of 1,000,000 and then started fighting and training the day she was born, she can't possibly be at Majin Vegeta level. I always count her out because she isn't a Z Fighter, or a fighter at all. (EoZ) Gohan (Goku might've closed the gap) ~ Goku > Vegeta >> Trunks ~ Goten >> Pan > Bra That sound about right? She probably has that hidden potential that Gohan had, but needed to learn to harness it. It's been proven that each generation gets stronger so Pan would be no exception. Don't get me wrong though I. Bulla could have been powerful too, but she didn't train. All that potential was put to waste.

Pan still had the best teaching of anyone in the story if you want to give GT credence. Goku trained her, Gohan taught her, Videl let her fight, Chi Chi was there, she spent time at Satans gym with Satan and Buu, and it was shown in the anime world she could already get the better of Goten just like Gokuncould if she wanted to. Even if you go by the picture she carried, she had a relationship with Piccolo as well as Krillin/Roshi as Roshi knee who she was without saying she's grown or anything, SI there wasn't a gap in seeing her at least implied. They even assumemwhen she snuck on the ship that she was just chilling with her pal Bullah.

Bra could've amazingly powerful, yet she didn't see a reason to train. I can't blame her, but another female Z Fighter would've been awesome. (DB:Multiverse FTW!) Edit: In 5 years, it still seems logical to me that Pan went from SSJ tier to nearly SSJ2 tier with no zenkai's, or anything. Meh, idk.
