There's no point making it member exclusive since if they were that great they'd have a chance at being Elite.

Now, members contribute to the forum because of the community and because they want to help people as much as possible. If this Hall Of Fame came in, it would change people's interests. They'd start doing things for recognition instead of helping for the sake of helping. Also, it might cause some unneccesarry changes in some members; post counts and such would emphasise the problems with people becoming elites, spam posts might become more common and posts would most likely reduce in quality. As I said, it's a good idea, but the communities got to be thought of as well.

Deleted User	Doesn't make sense if elites, legends and staff cant be in the hall of fame, anyone who makes a positive impact on the forum should be inducted (with some requirements obviously). this could take a while to figure out, maybe just a page that shows peoples accomplishments and milestones on the forum would be easier. Goodluck figuring this out cuz it does sound cool.

Google Chrome and Firefox	The way I see it a HOF is usually something that awards members or any athletes who have been here a long time and/or have contributed to the field. It should not exclude elites/moderators, etc because most of those members have been around for awhile and have contributed in some form or another. If for one reason any of them ever decide to leave, they should be recognized for having stayed here and having continued the DBZF legacy. I think it would make people want to stay around longer just so that they can one day be in the HOF. It is something to strive for. In conclusion, I am all for this idea.
