But i'm not short how strong is Kibito Kai. I guess him fight with Kid Buu if is powerfull , but maybe is weak than SSJ2 Goku. Anyway , i say Base Goku.

They're close enough in power for Goku's skill to bring him victory. Kibitoshin wouldn't know how to actually fight.

I think Kibitoshin is somewhere closing in on Fat Buu... So Kibitoshin definitely has a minimum power imo. But without knowing Goku's power I can't fully answer the question...

Although Goku may have been talking about Goten's Super Saiyan form when he said that.

If he had trained seriously Buu wouldn't have been a problem for him or a trunks is what's implied, but both had slacked off. They were over Buu in base during GT after training
