By my caluclations , Goku SSJ3 ~ Gotenks SSJ Pre
Let's say Goku SSJ3 is equal with Gotenks SSJ pre
Goku SSJ3 160.000.000.000
Gotenks SSJ Pre 160.000.000.000
So :
Base Gotenks Pre 16.000.000 ( Base is 5x and SSJ is 10x )
Goku SSJ2 40.000.000.000 ( 4x weak than SSJ3 )
Majin Vegeta 40.000.000.000
SSJ2 Vegeta PreMajin 30.000.000.000

In my opinion Vegeta SSJ2 ( PreMajin ) >> Base Gotenks Pre.

 Base Gotenks pre for all intents and purposes is equal if not slightly stronger than SSJ2 Majin Vegeta. Piccolo wouldn't be impressed with someone who was less powerful than Majin Vegeta @ Fat Buu
We Super Saiyans are in a league of our own.

 Gotenks beats Pre Majin SSj2 Vegeta easily, but wins with med-high difficulty against SSjin 2 Majin Vegeta, IMO. The boys had already seen Majin Vegeta get stomped by Buu, and they were confident that they could beat Buu, which means they must have been stronger then Vegeta by a good bit.

Base Vegeta (pre majin) < Base Goku (Buu) <<< SSjin 2 Goku (Buu) =< SSjin 2 Majin Vegeta < Base Gotenks (pre) << Fat Buu << SSjin 3 Goku (buu) =< SSjin Gotenks (pre) IMO
