I think Goku wins here. I have a 30% gap between him and Vegeta and Piccolo is just nothing to him.

Goku is superior but it took a ssj2 burst to make Vegeta say holy spit he has a huge advantage so his SSJ power wasn't worrying as maybe their peaks as mssjs weren't far from one another. Piccolo isn't on their level but Vegeta can at least give him a good fight as ssjs

Goku went from his supressed SSJ state to SSJ2 to make Vegeta say this.So,their respective FPSSJs were also far from each other.

Not necessarily IMO as Vegeta watched Yakwon eat his SSJ power and had no worries about Goku being hurt or beating that much greater than him. Goku stood still and fed the beast well and Vegeta saw it, just wasn't bothered by it until he went ssj2 at the last second and shot a burst into him. Vegeta read that burst for what it truly was unlike anyone else on the ship, which is when he then knew the gap they had

In fact in the anime he out right states that seeing him go ssj2 was why he let Babadi invade his mind, as Vegeta was right when he told Pui Pui, he was facing the strongest man ALIVE. The thing though is Goku was dead and stronger (though the gap between he and Gohan wasn't as massive as Vegeta and Gohan at Cell
