The Base Saiyans surpassed him after the RoSaT in my book. Base Trunks after the first trip surpassed him by 17 times his strength. Pure Boo with hundreds to thousands SSjin 3 Goku's would likely surpass him. But no amount of Freeza would make him at that power except if it's way more than this amount
