I don't really know. There are thousands of Anime and Manga out there. Surely Light Yagami is the strongest, though? He can kill anybody just by knowing their name and face. Unless you're going by PHSYICAL strength, in which case it's probably an NEON: Genesis or Gundam or something.

Although, I agree with the sentiment that he wouldn't be all that strong. Light doesn't have the Shingami eyes for a start, so he wouldn't know someone's name if they were a stranger. Also, he's just a normal human so he isn't going to be able to write a name faster than someone could attack him. Heck, he couldn't finish writing Near's name before he got shot. Death Note's Shingami's would be a different matter. They are invisible and can see your name just by looking at you. They could take out anyone that could be classified as human. And with statements from battle of gods they are easily in the mid range of strongest manga/anime verse. @ All Kami Tenchi and Sailor Moon are easily top tier.
