Base Janemba was beaten by SSJ3 Goku (with Toei hax in the movie). Aka was even with base Gotenks (post-ROSAT) in the Toriyama-directed special. But when Aka went full power, Goku and Vegeta turned SSJ (or SSJ2?) and felt that they had to intervene, possibly suggesting that Aka was more powerful than base Gotenks (post-ROSAT).

Base jannemba >= Fat buu there was no hax for goku, it was an actual logical conclusion to his true underworld strength level in SSJ3, as he was NOT able to display his form in its true strength while dead, due to lack of energy. But was otherwise shown as him beating kid buu at the end when Shen long restored him to full power.

Gotenks stated he'd been fooling around for the majority of the fight, but then Goku and Vegeta intervened and he never got a chance to actually do anything seriously.

Yeah but would you have that grounds for Aka being > SSjin3 Son Goku or Janemba? Aka still seemed pretty weak to me when we saw him, he didn't show any feat worthy to put him near Janemba, he may be fat and dumb, but he had some impressive techniques. Note: I know feats don't mean anything, otherwise if we placed power in order of feats then SSjin4 Son Goku could potentially be below Piccolo Daimao, but you get what I'm saying...
