 I think the Majin boost would put him somewhere above Cell, not by a lot though.

ASSjin Vegeta (Cell Saga) > Initial Perfect Cell > Base Goku (Boo Saga) ~ Base Majin Vegeta (Boo Saga)

I don't think Vegeta's base would be at his ASSjin level at Cell Games, so Initial Perfect Cell wins

ASSjin Vegeta laughed at Initial Perfect Cell's power; it was only when Cell powered up that he really destroyed Vegeta. But I still agree Perfect Cell stomps

What I use:
Buu Saga:

Vegeta: 1,200,000,000
SSJ2: 120,000,000,000
Majin Vegeta: 1,800,000,000
SSJ2: 180,000,000,000

CG SSJ2 Gohan(full power): 130,000,000,000
Base Gohan (CG): 1,300,000,000

Base Majin Vegeta is not gonna beat Initial PC IMO.
