Well considering the fact that Vegeta even says that he'd keep working hard to surpass Kakarot, I don't think he's equal to him. More like 90% of Goku I'd say.

i don't think that implies him being slightly weaker than goku as you suggest. vegeta himself acknowledged that goku was born with a natural potential greater than his own. so it's natural that no matter how hard goku trains, he'll always be ready to train harder in order to close their gap. so i think by this statement he meant that he would keep working harder & harder to keep himself one step ahead of goku in terms of training!
besides we must remember he has a huuuge aid in his training, bulma being his wife. capsule corp. and it's brains can easily invent more extreme multipliers of earth's gravity over the 10 year period. i mean c'mon, 10 years is a huge gap. if anyone in z is to advance the most in that time period, i bet it would be none other than vegeta!
There can only be one...NUMBER 1!!
