High Gravity & Scouter Reading

I just read the topic Maito Gai posted about Raditz' Scouter and the readings it gave related to Goku & Piccolo weighted.
Basically like lunar2 said there, these weights are able to diminish the ki output of the user, so the reading would come out lower than without it.

Taking this into account, would gravity also affect power level readings?

If so, knowing that Vegeta (Planet) has about X10 the gravity of Earth, would that affect the power level readings there? Are the saiya-jins actually stronger than they presented to be, for example Goku as a baby on Vegeta (2), would his reading be higher at Earth?
Same thing with other saiya-jins, for example Vegeta (King) is usually stated to be about 10,000, would he be stronger at Earth?

What do you guys think?

The saiyans were used to their gravity. I'd say that lighter gravity wouldn't making battle power raise. Of course, it's opinion.

gravity exerts pressure over the whole body evenly. weights create chokepoints where they sit on the body. i don't think gravity would have nearly the same effect as training weights on ki.
