Greetings. I will be your waifu this season.

 I believe his power does rise at a constant rate.

But not the point where within an hour or so he'd be SSJ4 level.

It makes sense I say that because when he uses his...eh...whatever attack...when he flies up and shoots a ton of energy balls out of him all over the planet.
To me that seems like his power was overflowing so he needed to release it or he himself would explode. Bar being crazy it would explain why he's so mad with energy blasts it's like he has to keep using energy so that he doesn't go over 100% and burn out.
So imo he does get stronger over time but only if he's careful.
