Cell stated that he would have to use his full speed for Gohan; however, I don't recall him stating that he did not have to used full speed for Goku. These are possible conclusions:

i think that both cell and frieza had more aerodynamic bodies than the saiyans, and therefore could move faster with the same level of power, but typically restrict themselves to "normal" speed. as for this instance, cell knew that gohan was more powerful than goku as soon as gohan powered up, before the fight actually started. he was definitely restricting his speed against goku, since he wouldn't use less speed against a superior opponent. |

IMO, Cell probably only used his full speed against MSSJ Goku in short bursts when he was worried. It's established he wasn't using full power against Goku, so most likely, he only used his full speed in short bursts. Against Gohan, he most likely used his full speed in more frequent bursts, and when Gohan went SSJ2, he probably used his full speed to the greatest of his extent. Basically, I have his speed directly proportionate to how much effort/power he is putting into a fight. The more he is toying around with/outclasses his opponent, the less of his speed he uses. The more serious he is in a fight, the more of his full speed he uses, and his greatest speed he achieves, I would say, is when Gohan goes SSJ2 and Cell is getting worried. |
