SSJ multiplier is 2x?

 When Goku went SSJ Rild said something along the lines of " You have been using half of your power" Does this mean that SSJ is a 2x multiplier instead of Fifty in GT?

 It's implying about a 2.5x multiplier.

If the SSjin multiplier was x2, then Goku would've used Kaio-Ken x4 instead of SSjin.
If we go SSjin 2 x4 and SSjin 3 x16, then Goku would've used Kaio-Ken x20 instead of SSjin 3.

Because by the Cell arc it was completely useless. Goku would have destroyed his body in the process.

No matter how much you master the initial Kaioken, in the end when you take it to it's max it still drains the user. Were MSS does not, unlike Kaioken there isn't mastering only it's Base Power and the rest draining (Untrained of course says otherwise, but that's all before the Boo arc).

So, which one would you use, one that could potentially destroy your body, and still drains even after mastering the initial Base power, or would you chose a form where it's completely mastered, with a low Multiplier and if you need to go higher, you could and still have little to no strain and the same with power drain.
